Fix for duplicate license assignment on stacked Microsoft NCE subscriptions

This release fixes an issue where buying a second (or later) instance of the same Microsoft NCE product for a company could cause the marketplace to report more licenses assigned than Microsoft actually granted.

What was happening

When a customer bought a second instance of the same NCE product, the marketplace automatically assigned the purchaser a license on every instance. Microsoft only ever grants that user a single license for that SKU, so the marketplace seat count and the Admin/App Assignment page fell out of sync.

What has changed

Before assigning a license, the system now checks whether the purchaser already holds an active or pending entitlement for the same company and the same application. If they do, it skips the redundant assignment instead of calling Partner Center again.

Customer impact

Seat consumption and the app-assignment page now reflect what is actually assigned in Microsoft for stacked subscriptions. No customer or partner action is required.
